The Imperial Navy is a powerful force, usually made up of a portion of the larger Imperial Army, and attached with a small portion of Imperial Intelligence, which comprises the entirety of the Imperial Navy Intelligence Agency. The Imperial Navy is an elite branch of the Imperial Armed Forces, and its units are generally composed of the most experienced and skilled officers in the Imperial Military, and therefore are considered to be among the best in the galaxy. The Imperial Navy is also considered to be among the most honorable branches of the Imperial Military, and the Emperor himself is often a member of a fleet or fleet squadron.[2]
Though the Imperial Navy is publicly associated with the Emperor and the Galactic Empire, they are not directly ruled by the Emperor. Rather, he is considered a national leader for the admirals and officers of the Navy and the Imperial Intelligence Agency. However, while the Emperor retains ultimate power over the Imperial Intelligence Agency, which is the branch of the Imperial Navy that controls its internal affairs and security, he does not have direct command over the Navy. Rather, the Imperial Navy is ruled directly by the Commander in Chief of the Imperial Military, and the Imperial Starfleet by the Fleet Commander. It is under the leadership of the Commander in Chief that the Imperial Navy is organized and dispatched to meet missions set forth by the Emperor and the Fleet Commander, with the Imperial Intelligence Agency undertaking various intelligence activities within the Navy. In general, the Imperial Navy follows the Imperial Military's orders, be they given by the Emperor or the Commander in Chief, but may disobey orders given by the Fleet Commander should it feel that the order is contrary to the best interests of the Empire.[2]
After the rise of Emperor Sheev Palpatine, the Imperial Navy began to grow even more in size, with the Empire rebuilding the ships lost in the Clone Wars and acquiring new vessels, and established a formal base on the planet of Ord Mantell on Vumvum. The fleet was further expanded during the Imperial Civil War, and was later utilized to defend the Core Worlds against the increasingly powerful New Republic Navy.[7] By the time of the Galactic Empire's fall, the Imperial Navy's fleet grew to be the largest of the Galactic Civil War period.[8]
